Biography

Dr. K E (Kallidaikurichi Easwaran) Seetharam  is an internationally recognized expert with 20 years of professional experience on development cooperation, infrastructure, integrated planning for economic growth, participatory social development, diplomacy, and Human Values.

Dr. Seetharam is the founding Director of the Institute of Water Policy and Professor at the Lee Kuan Yew School of Public Policy. He is on deputation from the Asian Development Bank (ADB) where he was Principal water Supply and Sanitation specialist, and a focal point guiding ADB’s operations in water supply, sanitation, and wastewater management in line with ADB’s Water Policy, he supported the following, among others:

• The $10 billion ADB’s Water Financing Program 2006-2010—i.e. to double investments in the water sector—together with a $100 million in grants for a Water Financing Partnership Facility to the Program.
• The Water for Asian Cities program, $10 million partnership between ADB and UN-HABITAT that delivered $570 million in ADB loans for water and sanitation projects in the region between 2003 and 2007. The follow up $20 million enhanced cooperation between ADB and UN-HABITAT envisages to catalyze up to $1 billion in investments, with a focus on sanitation.
• The Asia Training and Research Initiative on Urban Management (ATRIUM) with a $1million in-kind contribution from the Government of Singapore for knowledge transfer to key ADB clients support (e.g. PRC, India, Viet Nam, and Pakistan).
• The Asia Infrastructure Project Development Company (AIPD), an innovative joint-venture between ADB and Singapore water companies, to expeditiously prepare public-private-partnership water projects in the PRC worth nearly $1 billion over five years. Dr. Seetharam is a board director in AIPD.
